Earl Androplies DeSavona hath hereby decreed the abolishment of the hated and oft avoided "War Tax" of -/III.
He doth proclaim;

In other news, the rebuilding of the sacked city of Darian, the Great town of Stappeford and the town of Fengate doth continue apace, but alas that it doth cost the coffers of Derwentshire dearly.
Forasmuch as we hath looked away from war to the task of rebuilding, so the office of the Earl hath raised a Rebuilding levy of a single penny per month per town to be rebuilt. This cost shalt be born only by Nobles, Ladies and Gentlemen, for their contribution shalt cover the contributions of those that doth labour in their service.
So if thou dost enjoy status equivalent to Guildsperson or greater, and thou is resident in the Earldom of Derwentshire, then thou shalt pay III pennies to the Rebuilding Levy every month, lest thou worketh direct for the Earl for that month in rebuilding of the towns, whence thou shalt not be charged.
Praise be to Noble Rolbor that Baron Herbert hath determined that the rebuild of Elkestone shalt be based solely on profit from trade.
