Can you see any problem with this document Cor'Thear? Sir Knight? If it is sufficient then I can have Lawkeeper Idril sign it on behalf of the Resistance.
If the Knight Commander can obtain agreement for such an arrangement from the King and we can then slip copies of it to the resistance, then perhaps this will be the tipping point?

In the meantime I would suggest that Cal'ethil is correct. Positioning troops on the far side of the Drakheort may pass without comment if the Regime are distracted enough.
